The event was organized by the European Finance Convention (www.euroconvention.com) and was attended by more than 100 participants representing central and local authorities, Financial International Institutions, NGOs.
The main goals of the Congress were:
• Addressing the needs of the municipal finance market
• Dealing with a new funding environment
• Looking for innovative sources of finance
During the two day sessions of the Congress, the participants had the opportunity to gain and to share experience related to: Financing Local Governments, Establishing creditworthiness, improving local governance and making projects bankable; Municipal finance and the Investor perspective; Public Private Partnership and Infrastructure Finance; Successful Stories in Public Private Partnership and Exploring best practices in International Experiences.
NCSD had the opportunity to highlight its experience in creating successful PPP models through Local Agenda 21 implementation in Romania.

The Conference benefit of the participation of representatives of South East European countries and was an outstanding opportunity to discuss about sustainable development in this world region. The main issues approached within the three days of the conference were: Problematique and Resolutique of Sustainable Development, Launching the Network for Sustainability Monitoring, Strategies and Management in South Eastern Europe and Goals and Working Ways of the Network for Sustainability in Southern Eastern Europe. There were interesting debates about Modus operandi of the Network, future activities of the Network, projects to be carried out, and role of the Network in the European region. Launching the Network for Sustainability Monitoring, Strategies and Management in South Eastern Europe was the foremost goal of the Conference and the most important achievement of the Conference.

The conference has been organized under the auspices of the Romanian Chairmanship-in-Office of the organization of the Black Sea Economic Cooperation. The main objective of the Conference was to assess the current status of energy industry in the Black Sea region and to draw up a set of recommendations for the development of cooperation in this field.
The Conference also offered the opportunity for expressing the interest of participating countries to promote bilateral and multilateral investment projects, sharing best practices and identifying topics of interest for the future specialized seminars/meetings.
The Conference has been attended by a number of governmental bodies, representatives from regulatory agencies, key energy companies from each country, energy equipment suppliers, donors, investors, professional associations and media.
